I have written to officials in Malaysia to caution against creeping vape prohibition.

This is new addition to my THR evidence briefings for policymakers focussed on improving understanding of nicotine as a widely used psychoactive drug.

I provided input to a US Congressional Oversight inquiry into the burgeoning illicit trade in vapes in the United States. Many people are urging the Federal government to address this challenge with more enforcement. I believe the problem is caused by the enormous costs, long delays, and highly limiting barriers to entry created by the FDA's pre-market tobacco authorisation process. Until that is fixed, enforcement will fail and it would be dangerous if it succeeded.

The Danish government plans to restrict the nicotine content of pouches to 9 mg starting in July 2025, to be fully implemented by April 2026. I write to express concerns about the effects on adults and youth and the predictable unintended consequences.
