Reduced nicotine regulation: responses to FDA’s ANPRM

FDA published an ANPRM (Docket No. FDA-2017-N-6189) on proposals for a Tobacco Product Standard for Nicotine Level of Combusted Cigarettes. I have been involved in two responses. The first represents a broad consensus on what sort of measures should accompany a nicotine rule if there is to be one, and argues that these measures would be worth doing anyway.
